Ilse Julius was born in Essen on January 31, 1902. Her parents later divorced and she moved to Dresden with her mother. They lived together in an apartment and rented out other rooms in the apartment for extra income. Between 1920 and 1926, Ilse Julius studied chemistry at the Technical University. In 1921, she studied in Rostock for a semester. She graduated with a degree in engineering. Ilse Julius received her doctorate from THD in 1929 and was the first woman at the university to be awarded the title "Dr. Ing.".
In addition to her studies, she brokered houses and speculated in foreign exchange. She had been in a relationship with Erich Kästner since 1919. The relationship ended in 1926. She lived in her mother's apartment, with a few interruptions, until her death in 1964. She spent most of her working life at the Dresden office for the Kinderlandverschickung, and after the war the Soviet occupiers employed her as a department head in a chemical plant because of her education.
